Following are my views on administrative scale and points (c) and (d) of my savingram No. 980 of 30th December, 1947.

Administrative Scale - basic salary.

The series of £90 increments which appear in the proposed scale between $1180 and $1780 are without precedent in the Colonial Service and I consider a scale such as the following preferable:-

to increase considerably. In this it follows the existing Hong Hong scale and is in line with other Colonial scales. It then provides regular increments of £45 p. a. up to 81420 and of £60 p. a. thereafter. It is one year longer than the existing scale and the proposed scale, but one year shorter than the Malayan scale. It preserves the maximum proposed by the Commission.

Points (c) and (d) of my Savingram No. 980.

(c) Labour Commissioner.

As officer is Head of a Department it would accord better with normal Colonial

Service practice to attach a fixed salary to the post rather than a scale. I would suggest 82400 per mensem.

(d) Prisons Officers,

Recommended scale for Superintendents

and Assistant Superintendents of Prisons

has higher minimum and maximum than those for Superintendents and Assistant Superintendents of Police. While higher minimum may be justified on grounds that Assistant Superintendents of Prisons is normally much older than Assistant Superintendent of Police on appointment to rank there seems no justification for higher maximum which is contrary to Colonial Service practice. fact that Prisons Officers have not the same promotion prospects as Police Officers is no good reason for granting former a higher maximum. I suggest maximum of Prisons scale be

reduced from 1680 to 81540 per mensem.
